Securing Our Propane Supply Act
The Securing Our Propane Supply Act would require the Secretary of Energy, with input from the Energy Information Administration, to complete a study within 180 days assessing whether a national strategic propane reserve should be established (separate from the existing Strategic Petroleum Reserve). The study would examine the propane supply chain, risks of regional disruptions, ideal locations and storage needs, necessary infrastructure, how to prevent propane degradation in storage, triggers for releasing propane, methods of acquiring and delivering propane, and the potential impact on key consumers such as individuals, farmers, and the military, as well as market effects and possible alternatives. If the study recommends establishing a reserve, the Secretary must then develop a plan within 180 days outlining how to implement it. The bill also encourages industry coordination and requires a report to Congress, with protections for sensitive or classified information. The goal is to determine feasibility and effectiveness in protecting propane supply and prices during disruptions. In short, the bill would initiate a formal, government-led assessment of whether the United States should create a national propane stockpile, and if so, how to build, operate, and integrate it with existing energy policy and markets.
