Energy Circuit Riders Act of 2025
The Energy Circuit Riders Act of 2025 would amend the Consolidated Farm and Rural Development Act to create the Energy Circuit Rider Program. The program would provide grants to eligible entities (such as states, Indian Tribes, nonprofits, cooperative extension services, colleges and universities, and multi-area public entities) to hire and train Energy Circuit Riders. These riders would offer technical and planning assistance to rural communities for energy efficiency and clean energy projects, help with incentives and financing, and support community capacity building. The program emphasizes collaboration with state rural development offices and other federal agencies, requires annual reporting to Congress on energy and carbon savings, and authorizes $25 million per year for 2026–2030.
