National Capital Planning Commission District of Columbia Home Rule Act

This bill, the National Capital Planning Commission District of Columbia Home Rule Act, would significantly reduce the National Capital Planning Commission’s (NCPC) authority over property owned by the District of Columbia. While it preserves a narrow role for NCPC in transfers of jurisdiction involving federal and DC authorities, it repeals or strips NCPC of most oversight for DC-owned lands, including approvals for proposed developments, and the authority to approve land sales. The changes are designed to enhance DC’s home rule by shifting control of DC land use decisions away from NCPC and toward DC governance, while maintaining a limited NCPC role in certain intergovernmental transfers. The amendments take effect upon enactment.
