Reproductive Health Travel Fund Act of 2025
The Reproductive Health Travel Fund Act of 2025 would create a federal program to help pay for travel-related and logistical costs for people seeking abortion services. Administered by the Secretary of the Treasury, the bill authorizes grants to eligible nonprofit or community-based organizations to cover expenses such as transportation, lodging, meals, childcare, translation, doula services, patient education, and lost wages. Grants may also cover up to 15% of funds for certain organizational costs (outreach, infrastructure, websites, staff training). Grants cannot be used to pay for the abortion procedure itself. The bill prioritizes funding to entities serving people in jurisdictions with abortion bans or severe restrictions, those who travel across state lines for services, or programs that will establish such services. It requires annual, confidential reports to Congress, and includes a preemption clause allowing federal funds to override conflicting state/local restrictions on the use of these funds. It also prohibits federal cooperation with antiabortion proceedings related to activities under the program. The Act would authorize $350 million per year for 2026–2030 to carry out these grants, with applications to be solicited within 30 days of enactment.
