To ensure the appropriate administration of the Impact Aid program.

This bill would constrain how the Department of Education administers the Impact Aid program (Title VII of the Elementary and Secondary Education Act). It would bar the Secretary of Education from making significant changes to the program’s administration compared to how it was run on January 1, 2025, except when changes are required by federal law or court orders. In addition, the bill requires the Secretary to certify to Congress, within 30 days after enactment and annually thereafter, that the department is in compliance with this requirement. The overarching goal is to lock in the administration of Impact Aid to the 2025 baseline to promote stability and oversight, while preserving flexibility only when legally mandated.
