123 GO Act

The 123 GO Act aims to boost the competitiveness of the United States’ nuclear sector abroad. It would elevate diplomacy focused on nuclear cooperation agreements, set a target to add at least 20 new Section 123 agreements (agreements for cooperation under the Atomic Energy Act) by early 2029, and require renegotiation or renewal of existing 123 agreements that expire within ten years of enactment. In addition, the bill would create a cross-agency program to strengthen United States nuclear suppliers, investors, and lenders in competing for foreign nuclear projects. This program would streamline intergovernmental negotiations, promote adherence to the Convention on Supplementary Compensation for Nuclear Damage, identify and address export burdens, and encourage favorable import decisions for U.S. nuclear technology and services. Overall, the bill seeks to advance U.S. nuclear trade and influence in foreign markets by combining targeted diplomacy with policy and regulatory actions intended to reduce barriers and accelerate international cooperation.
