Bunker Buster Act of 2025

The Bunker Buster Act of 2025 would authorize the President, at the request of Israel, to take actions to ensure Israel is prepared for all contingencies if Iran pursues development of a nuclear weapon. The bill lays out a framework for U.S.-led assistance that could include building and outfitting Israeli infrastructure to host and deploy large ordnance systems (specifically the Massive Ordnance Penetrator, or MOP), storing or transferring such munitions to Israel under strict controls, training Israeli personnel, and jointly researching and developing capabilities to destroy underground facilities. These authorities would be subject to presidential certification that doing so is vital to U.S. national security and to several specific conditions related to Iran’s compliance with nuclear safeguards and the mutual objectives of the United States and Israel. The bill also states that nothing in it authorizes the use of military force against Iran. Separately, it expresses a sense of Congress favoring diplomacy to limit Iran’s enriched uranium and deterring Iranian nuclear development with a credible military threat.
