To establish within the legislative branch a Congressional Task Force on Voting Rights of United States Citizen Residents of Territories of the United States.
This bill would create a Congressional Task Force on Voting Rights of United States Citizen Residents of Territories of the United States within the legislative branch. The Task Force would study and report on the voting rights and representation of U.S. citizens living in U.S. territories (American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands), with the aim of identifying impediments to full and equal federal voting rights and representation. The Task Force would present findings and recommended changes to enable full and equal voting in federal elections (including presidential elections) and full representation in the House, and its work would be guided by findings about the importance of territorial voting rights. The Task Force would operate for up to one year after enactment, producing a final report, and would consult with territorial governments. It would rely on existing legislative staff and facilities, and would terminate upon issuance of the final report.
