Sanctions Lists Harmonization Act
The Sanctions Lists Harmonization Act would require U.S. federal agencies that administer current sanctions lists to actively coordinate emissions across those lists. Specifically, when an individual or entity is added to one sanctions list (among six defined lists), the responsible official must notify the agencies handling the other lists. Those agencies would then have a tight timeline to review whether the person or entity should also be placed on the other lists, with a final determination due within 90 days of notification. In addition, each agency would must submit an annual report to Congress documenting compliance, outlining their deliberative process, and noting any instances where cross-listing occurred as a result of this process. The aim is to harmonize sanctions, reduce gaps, and improve enforcement by ensuring that relevant individuals or entities are consistently identified across all major U.S. sanctions lists.
