Commission of Fine Arts District of Columbia Home Rule Act

H.R. 4300, the Commission of Fine Arts District of Columbia Home Rule Act, would reduce the reach of the Commission of Fine Arts (CFA) over property in the District of Columbia. Specifically, it amends the federal code to limit CFA’s authority to only those parts of the District that are owned by the Federal Government, and it clarifies several exemptions where CFA does not apply. In effect, non-federal DC properties—including DC-owned buildings, private property, and most DC public spaces—would no longer be subject to CFA design or location review for statues, fountains, or monuments. The bill was introduced by Delegate Eleanor Holmes Norton (D-DC) and referred to the Oversight and Government Reform Committee.
