Protecting American Diplomats Act
The Protecting American Diplomats Act would require the Secretary of State to deliver a comprehensive, unclassified report within 120 days evaluating the quality and adequacy of counterintelligence (CI) training for Department of State personnel assigned to high-risk overseas posts. The report must describe training content, how often training occurs, and the delivery method (e.g., in-person, virtual, scenario-based). It also requires explanation of how training is tailored to specific regional or country threats, identifies who must or are eligible to receive training, assesses interagency coordination, and reviews any gaps in CI preparedness. The bill directs recommendations to improve training standards, content, or delivery. The report may include a classified annex, but the main document must be unclassified. The requirement to produce the report would sunset two years after enactment.
