Alaska Native Village Municipal Lands Restoration Act of 2025
The Alaska Native Village Municipal Lands Restoration Act of 2025 amends the Alaska Native Claims Settlement Act (ANCSA) to change how land that was or could be conveyed by Village Corporations to the State in trust for establishing Municipal Corporations is handled. The bill (1) enacts a process for reverting certain land that has been conveyed in trust back to the Village Corporations under conditions, and (2) prohibits requiring Village Corporations to convey additional land in trust for future municipal incorporation. It also clarifies certain definitions and protections around existing rights, easements, leases, and how net revenues from trust lands are treated. The overall effect is to reduce or reverse past obligations to place Village land into state trust for municipal purposes and to safeguard village land and rights upon reversion, while preserving existing use arrangements. In practical terms, if a Village Corporation had conveyed land to the State in trust for a future Municipal Corporation but no Municipal Corporation has been established by enactment, that land can revert to the Village Corporation (subject to existing rights and easements). As of enactment, Village Corporations would not be required to convey additional land in trust for establishing new Municipal Corporations.
