DUMP Red Tape Act

The DUMP Red Tape Act would create a centralized “Red Tape Hotline” within the Small Business Administration’s Office of Advocacy. The Chief Counsel for Advocacy would establish an email address, a website, and a phone number within 180 days after enactment for small businesses to notify the government about burdensome federal rules. The act directs the Chief Counsel to produce annual (and first-year) reports to SBA's Administrator and Congress detailing which rules attract the most notifications, geographic and industry breakdowns of submissions, recommendations for each issuing agency, and actions the Chief Counsel has taken in response, including any formal comments or analysis. The purpose is to identify and track burdensome or misaligned regulations that hinder small businesses, with the aim of informing agencies and lawmakers about where regulatory reform or targeted guidance may be needed. The bill does not itself repeal or modify rules; it creates a data collection and reporting mechanism to spur consideration of regulatory burdens.
