To amend the Internal Revenue Code of 1986 to establish the Early Childhood Education Trust Fund consisting of amounts paid for the estate tax and made available to fund child care services, and for other purposes.
H.R. 4330 would establish a new Early Childhood Education Trust Fund in the U.S. Treasury and fund it with a portion of estate tax receipts. The fund would be used to provide child care supply grants to lead agencies under the Child Care and Development Block Grant Act of 1990 (CCDBG). The bill would also enact a “decrease” in the federal estate and gift tax exemption, reducing the exemption amount to $7 million per person and shifting the applicable years for related adjustments. The new trust would operate in addition to existing CCDBG funding and would take effect for estates and gifts after December 31, 2025. In short, the bill ties federal estate tax receipts to a dedicated fund intended to expand child care capacity, while simultaneously reducing the federal estate and gift tax exemption.
