PART Act

The Preventing Auto Recycling Theft Act (PART Act) is a comprehensive package intended to reduce catalytic converter theft and related illicit activity by adding tracking, marking, and reporting requirements for catalytic converters, plus new federal offenses and penalties. Key tools include mandating NHTSA to revise theft-prevention standards to cover catalytic converters, establishing a grant program to stamp vehicle identification numbers (VINs) or unique part IDs on converters, requiring sellers to retain purchaser information and to use traceable payment methods, and creating new federal crimes for theft and trafficking of catalytic converters and related parts. The bill also updates definitions and enforcement provisions to strengthen penalties and supply chains protections, with funding support sourced from existing ARP funds.
