Expanding Defense Community Partnerships Act
The Expanding Defense Community Partnerships Act would broaden the Department of Defense’s authority to enter intergovernmental support agreements (ISAs) under 10 U.S.C. § 2679. Specifically, it allows DoD components and state, local, or tribal governments to partner with other federal agencies to provide, receive, or share installation-support services. The bill also expands funding options for these agreements, extends the program’s sunset date to 2030, and broadens eligible activities to include facility repair, construction, maintenance, and operation. In addition, it creates a pilot program permitting up to one ISA per service (Army, Navy, Air Force) for up to 20 years to test the expanded authorities. In short, the bill aims to make it easier for DoD installations to collaborate across federal, state, and local governments to share services and facilities, with more flexible funding and a longer-term pilot to assess the approach.
