Bottles and Breastfeeding Equipment Screening Enhancement Act

The Bottles and Breastfeeding Equipment Screening Enhancement Act adds new requirements to improve how breast milk, baby formula, and related items are handled during aviation security screening. Specifically, it requires the Transportation Security Administration (TSA) to issue and update guidance on hygienic handling to minimize contamination of breast milk, formula, infant-safe waters, and related cooling accessories (ice packs, gel packs, etc.) whenever these items are re-screened or face additional screening. The guidance must be developed in collaboration with nationally recognized maternal health organizations and align with hygienic standards they establish, and it covers TSA personnel as well as private security screeners working under federal contract. The bill also requires an Inspector General audit within one year to assess compliance with the new and existing provisions, and to examine how various screening technologies (including bottled liquid scanners) affect the screening of these infant items, plus how often such items are denied entry into sterile areas.
