Syria Terrorism Threat Assessment Act

The Syria Terrorism Threat Assessment Act would require the Secretary of Homeland Security, with other relevant federal agencies, to conduct a formal threat assessment focused on terrorists in Syria who are affiliated with a Foreign Terrorist Organization (FTO) or a Specially Designated Global Terrorist Organization (SDGTO). The assessment must identify each individual's country of origin, the specific organization they are affiliated with, and evaluate DHS’s ability to identify, track, and monitor these individuals along with any challenges in doing so. It must also describe DHS actions to mitigate these threats and to prevent entry into the United States. After enactment, the Secretary must provide the assessment to Congress within 60 days and brief congressional committees on the findings. The bill defines FTOs per the Immigration and Nationality Act and SDGTs per Executive Order 13224. In short, the bill creates a one-time, formal risk assessment and congressional briefing process to better understand and oversee threats posed by individuals in Syria tied to listed terrorist groups.
