SAMS Act of 2025

The SAMS Act of 2025 (Securing America’s Mineral Supply Act) would take five Executive Orders related to critical minerals and give them the force of law by codifying them in statute. In effect, it would formalize federal policy aimed at securing reliable supplies of critical minerals, reducing dependence on foreign adversaries, expanding domestic mining and processing, and using trade and energy policy tools to boost national security and economic resilience. Because the bill simply codifies these Executive Orders, its primary impact is to lock in a specific set of federal priorities and implementation directions across multiple agencies, rather than creating new programs from scratch. By incorporating EO 13817, EO 13953, EO 14154, EO 14241, and EO 14272, the act would standardize the government’s approach to critical minerals across areas such as domestic production, supply-chain resilience, energy policy, and national-security-related trade actions. Agencies would be required to implement these policies as law, which could influence permitting, procurement, investment in mining and processing, and responses to foreign-sourced mineral risks.
