Apex Area Technical Corrections Act

Apex Area Technical Corrections Act is a proposed federal correction to the 1989 Apex Project, Nevada Land Transfer and Authorization Act. The bill adds two new recognized entities—the City of North Las Vegas and the Apex Industrial Park Owners Association—and clarifies which parties can participate in land transfers and infrastructure connections within the Apex Site. It also broadens the lands and lands-related processes that the Secretary may involve, creates a permanent withdrawal for lands transferred under certain provisions, and provides a limited exemption from competitive sale rules for certain mineral materials sales. Importantly, the bill requires future land transfers to comply with federal land laws, including environmental review requirements. In short, the bill formalizes inclusion of additional local entities in Apex Site dealings, adjusts who can receive land connections and transfers, preserves certain mineral material sale arrangements, and strengthens environmental review for future transfers.
