U.S. Diplomatic Posture Review Act of 2025

U.S. Diplomatic Posture Review Act of 2025 would require the Secretary of State to establish a formal, data-driven review of the United States’ diplomatic posture (USDPR). The bill creates a dedicated USDPR Coordinator to develop and submit a comprehensive, initially classified posture review with an unclassified summary within 180 days of enactment, followed by annual updates. Each report must detail extensive information about U.S. diplomatic posts, consular services, financial commitments, staffing and resource allocation, overseas costs, arrears on international obligations, and the interagency resources needed to execute U.S. foreign policy priorities. The Secretary must brief Congress on the posture review within 30 days of each report. The objective is to increase transparency, align diplomatic staffing and resources with national security priorities, and ensure Congress can oversee and authorize adjustments to the State Department’s posture and its broader strategic goals.
