Clear Skies Act
The Clear Skies Act would ban any weather modification in the United States and its territories. Weather modification is defined very broadly to include activities like geoengineering, cloud seeding, solar radiation management, or releasing aerosols to influence atmospheric conditions or climate. The bill repeals existing federal authorizations, licenses, or regulations that would permit weather modification, and it creates penalties for violations: criminal penalties up to $100,000 per violation and up to 5 years in prison, plus civil penalties up to $10,000 per violation administered by the EPA in coordination with the FAA. The Act also establishes a public reporting system (administered by the EPA with coordination from the FAA and NOAA) to surface suspected violations, mandates investigations, and directs referrals to the DOJ for enforcement. A 90-day clock starts once the bill becomes law.
