National Manufacturing Advisory Council Act

The National Manufacturing Advisory Council Act would create the National Manufacturing Advisory Council (NMAC) within the Department of Commerce. Its purpose is to serve as a formal, ongoing link between the federal government and the U.S. manufacturing sector—workers, companies (including small and medium-sized manufacturers), labor, and academic institutions—by advising on policies, workforce development, supply chains, and regulatory or logistical challenges. The Council would produce an annual national strategic plan to keep the United States competitive for manufacturing investments, and would coordinate across multiple federal agencies to address evolving manufacturing needs, including technology adoption, workforce training, and regional disparities. The bill also transfers existing advisory functions from the U.S. Manufacturing Council of the International Trade Administration to the NMAC, sets membership rules, requires regular reporting, and includes a sunset after five years with no new funds authorized.
