A bill to transfer administrative jurisdiction over certain parcels of Federal land in Harpers Ferry, West Virginia, and for other purposes.
This bill would rearrange which federal agency administers specific land parcels in Harpers Ferry, West Virginia, by swapping jurisdiction between the Interior Department (specifically Harpers Ferry National Historical Park) and the U.S. Customs and Border Protection (CBP). Roughly 25 acres would be transferred from Interior to CBP to be used as part of CBP’s Advanced Training Center, and that land would be excluded from the Harpers Ferry National Historical Park boundary. In exchange, about 71.5 acres would be transferred from CBP back to Interior to be added to Harpers Ferry National Historical Park. No money or other consideration would be paid for these transfers. The bill also requires a land survey, sets out who pays for it, and allows for reversion if CBP no longer needs the land, with the added land then becoming part of the park boundary. The boundary expansion for the park would not count toward a typical acreage limit.
