Collision Avoidance Systems Act of 2025
The Collision Avoidance Systems Act of 2025 would clarify and authorize the use of pulsating light systems on high-mounted stop lamps (the third brake light) and require regulatory action to formalize these systems under federal vehicle safety standards. Specifically, the bill defines a pulsating light system with a short, timed pulse sequence during brake application and a brief lock-out period, after which the light returns to a continuous stop-light. It also states that the existing Standard 108 (FMVSS 108) should be deemed to permit these pulsating systems starting on enactment, and it directs the Department of Transportation to issue regulations within 180 days to establish performance-based standards and to allow pulsating light systems under Standard 108. The bill is sponsored by Senators Tillis and Luján and aims to improve rear-end collision avoidance by enhancing the conspicuity of the brake light, while establishing a clear regulatory pathway to implement such systems nationwide.
