Open RAN Outreach Act

The Open RAN Outreach Act would require the U.S. Department of Commerce to actively reach out to and provide technical assistance to small communications network providers about Open RAN networks and other open network architectures. The goal is to raise awareness of what Open RAN is, its uses, benefits, and challenges, and to help these providers participate in the Wireless Supply Chain Innovation Grant Program referenced in the 2021 NDAA. The bill defines key terms and designates the Assistant Secretary of Commerce for Communications and Information (through the Office of Internet Connectivity and Growth) as the lead federal official carrying out this outreach and support. In short, the measure focuses on education and technical guidance for small providers to understand and potentially adopt Open RAN technologies and to pursue related grant opportunities, rather than creating new funding or regulatory requirements.
