America's National Churchill Museum National Historic Landmark Act
This bill designates the America's National Churchill Museum at Westminster College in Fulton, Missouri (which includes the Winston Churchill Memorial listed on the National Register of Historic Places) as the America's National Churchill Museum National Historic Landmark. It authorizes the Secretary of the Interior to enter into cooperative agreements with public or private entities to protect the landmark and to provide educational and interpretive facilities and programs, with the Secretary able to offer technical and financial assistance under those agreements. The designation is stated not to restrict property owners’ actions or to alter how the landmark is administered by the State, City, or College. The bill also requires a comprehensive Special Resource Study to assess the landmark’s national significance, explore the feasibility of designating it as a unit of the National Park System, and consider other preservation and interpretation options (including cost estimates for Federal acquisition, development, interpretation, operation, and maintenance). The study must be conducted under current law and deliver a report to Congress within three years after funds become available, outlining results, conclusions, and recommendations.
