Protecting Federal Employee Rights to Personnel Files Act of 2025
The Protecting Federal Employee Rights to Personnel Files Act of 2025 would add a new provision to Title 5 that requires federal agencies to provide official personnel record files to current and former federal employees. Specifically, for current employees, the agency must furnish a copy within seven days of a request; for employees separating after enactment, within seven days after separation; and for those who separated before enactment, within 21 days after they request their file from the Director of the Office of Personnel Management (OPM). The copies must be delivered in both electronic and physical forms. The bill defines “agency” and adds a clerical amendment to the table of sections. The aim is to improve employees’ access to their own official records, facilitating review and corrections, and enhancing transparency.
