Toxic-Free Beauty Act of 2025
The Toxic-Free Beauty Act of 2025 would amend the Federal Food, Drug, and Cosmetic Act to tighten protections around ingredients in cosmetic products. It adds a federal ban on cosmetics that contain certain intentionally added substances (specifically ortho-phthalates and formaldehyde-releasing preservatives) and a detailed list of individual ingredients that would be prohibited when intentionally added. It also sets limits on certain contaminants (such as 1,4-dioxane, lead, and asbestos) that may be present in cosmetics. The bill defines key terms (like color cosmetic, general cosmetic, contaminant, and intentionally added) to guide enforcement and clarifies that states may continue or impose stricter rules without being preempted by the federal measure. The prohibitions would apply to cosmetics entering interstate commerce beginning January 1, 2027, giving industry time to reformulate. In short, the bill moves toward comprehensive federal prohibitions on a broad set of hazardous substances in cosmetics, while preserving state authority to impose stricter rules and maintaining a later effective date to allow industry adjustment.
