Texture Positive Act of 2025
Texture Positive Act of 2025 would authorize the federal Department of Labor to fund state-level grants that in turn provide subgrants to eligible entities. The goal is to expand education and technical training in cosmetology specifically focused on styling and servicing textured hair (natural, coiled, curly, or wavy hair). States would award subgrants to eligible entities on a competitive basis to support curricula and training for students in cosmetology programs, including hands-on techniques like shampooing, conditioning, braiding, twisting, and styling textured hair. Eligible entities must be established at least five years ago, have demonstrated training experience, possess an Employer Identification Number, and hold a Minority- or Women-owned Business Enterprise certificate; they cannot be individuals, consortia of cosmetology schools, or schools that have received federal funds other than through a subgrant under this program. Grants last four years, while subgrants last six months with potential renewals. Recipients must report on how funds were used, who was trained, and the impact on students and participating schools.
