Uncheck the Box Act

Uncheck the Box Act proposes to tighten how recurring political contributions can be solicited and accepted for federal campaigns. It would bar solicitations and acceptances of recurring contributions or donations unless the donor actively affirmatively consents to making payments on a recurring basis. The bill covers contributions to political committees, to fund independent expenditures, and to fund electioneering communications. It also requires receipts that clearly disclose the recurring terms and provides donors with cancellation information and an avenue to stop future recurring payments. An important element is that simply failing to uncheck a pre-checked box or otherwise passively taking a action would not count as affirmative consent. The act would take effect once the FEC issues implementing regulations or 180 days after enactment, whichever comes first.
