American Cooperation with Our Neighbors Act
The American Cooperation with Our Neighbors Act would require the Secretary of State, working with USAID, to develop a strategy to boost subnational cooperation with Mexico. The goal is to improve local- and state-level collaboration on law enforcement, security, and community needs—particularly to curb fentanyl and other synthetic opioids. The plan emphasizes technical assistance, professional exchanges, data sharing where appropriate, and stronger dialogue with local governments, civil society, faith-based groups, and business leaders, including support for border towns. The act also creates a separate review aimed at expanding financial access in CARICOM member states (the Caribbean Community), with a report to Congress. The strategy and any updates must be submitted in unclassified form, and there are Congressional notification requirements before certain data-sharing activities can proceed. The bill sets deadlines (a strategy within 270 days of enactment and a follow-up two years later) and provides for oversight by specified House and Senate committees.
