Federal Advisory Committee Database Act
The Federal Advisory Committee Database Act would overhaul how federal advisory committees are tracked and reported. It would require the Committee Management Secretariat (within the Administrator of General Services) to continually collect detailed information from each federal agency about its advisory committees, including committee name, charter, membership, appointment authority, term, costs, meeting frequency, business conducted, and the recommendations issued (and whether they were implemented). This information would be publicly published annually on a General Services Administration website in a machine-readable format, with access to prior years. The bill also adds new requirements for agencies to standardize administrative guidelines, maintain systematic information on advisory committees, monitor performance measures, and ensure timely reporting to the Administrator. In addition, the Administrator would biennially report to Congress on the results of recent committee reviews and offer recommendations for action. The bill specifies no new funding is authorized to carry out these changes.
