Restore and Modernize Our National Laboratories Act of 2025
The Restore and Modernize Our National Laboratories Act of 2025 would authorize the Department of Energy (DOE) to fund a five-year program (fiscal years 2026–2030) to address the backlogs of maintenance and the need to modernize DOE’s National Laboratories. The bill directs the Secretary of Energy to prioritize deferred maintenance and critical infrastructure upgrades, as well as modernization projects to ensure laboratories can support current and future science missions and maintain safe, efficient, reliable, and environmentally sustainable operations. It also requires annual project lists and funding profiles to Congress and sets an overall funding level of $5 billion per year (with at least one-third managed by the Office of Science). Additionally, the bill would amend DOE’s strategy for facilities and infrastructure to ensure coordinated planning across multiple DOE offices and require a comprehensive 10-year plan, current priority lists, funding sources, and planning processes. In short, the bill seeks to invest substantially in repairing and upgrading the nation’s top research labs, improve long-term operating costs and capabilities, and provide structured, transparent planning and reporting to Congress.
