Accelerating Home Building Act of 2025
The Accelerating Home Building Act of 2025 would authorize the U.S. Department of Housing and Urban Development (HUD) to award grants to eligible local entities to develop and use pre-reviewed designs (pattern books) for mixed-income housing. A pre-reviewed design is a construction plan that a locality has approved as compliant with local building and zoning rules, intended to streamline and speed up the permitting and construction process. The program targets small- to mid-sized multi-unit buildings (up to 25 units) and a variety of housing forms described as “covered structures,” with the aim of expanding affordable and mixed-income housing more quickly, particularly in high-opportunity areas and in rural communities. The bill sets aside at least 10% of funds for rural areas, requires regular reporting on outcomes (such as permits issued and units produced), and allows the Secretary to require repayment if approved designs are not actually approved within five years. It authorizes $15 million per year for 2027 through 2031, with a potential set-aside of up to 10% for technical assistance.
