Seasonal Agriculture CDL Modernization Act
The Seasonal Agriculture CDL Modernization Act would require the Department of Transportation (DOT) to update federal regulations to modernize how farm-related service industries and their seasonal employees obtain and renew restricted commercial driver's licenses (CDLs). Specifically, it directs the DOT to (1) allow states to create and offer an online registration and renewal system for the seasonal restricted CDL program so eligible workers can renew their licenses more easily, provided they continue to meet all program requirements; and (2) clarify that implements of husbandry (farm equipment designed or adapted for agricultural work) are not considered commercial motor vehicles and are not subject to certain weight calculations. The changes are to be accomplished within one year of enactment through regulatory amendments to existing federal rules. The act also provides definitions for key terms used in the provisions.
