Safe Baby Formula Act of 2025
Safe Baby Formula Act of 2025 would task the Secretary of Health and Human Services (HHS) with two main goals related to infant formula: (1) complete a study within one year examining how exposure to arsenic, cadmium, mercury, and lead in infant formula affects infant health; and (2) within 90 days of enactment, establish enforceable standards for these metals in infant formula. The standards can take the form of enforcement action levels (which trigger regulatory actions such as recalls or penalties) or maximum contamination levels (MCLs) established through rulemaking. The bill uses the existing federal definition of “infant formula” from the Federal Food, Drug, and Cosmetic Act to determine its scope. In short, the bill aims to (a) generate a solid evidence base on metal exposure from formula and (b) promptly set regulatory limits to limit or prevent toxic metal content in infant formula.
