A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to "Central Yukon Record of Decision and Approved Resource Management Plan".
This joint resolution uses the Congressional Review Act (CRA) to disapprove the Bureau of Land Management’s Central Yukon Record of Decision and Approved Resource Management Plan (ROD/RMP) issued November 12, 2024. By disapproving the rule, Congress would render the Central Yukon ROD and RMP without force or effect. The resolution cites a Government Accountability Office (GAO) opinion dated June 25, 2025, which concluded that the ROD/RMP constitutes a “rule” under the CRA and therefore is subject to congressional disapproval. The measure was introduced in the Senate by Sen. Sullivan (joined by Sen. Murkowski) and referred to the Committee on Energy and Natural Resources. In practical terms, if enacted, the BLM’s Central Yukon planning decision would be blocked and the agency would not be bound by the November 2024 ROD/RMP; the agency would presumably continue under prior planning documents or default management policies.
