MAMDANI Act
This bill, the Measuring Adverse Market Disruption And National Impact Act (MAMDANI Act), would require the Federal Trade Commission (FTC) to study the potential effects of public (government-owned or -operated) grocery stores. The study would examine competitive impacts on private grocers, farmers, and food banks; effects on wholesale prices and food supply chains; consumer access, choices, and prices (including in food deserts); and whether public stores could receive subsidies or regulatory advantages that might distort competition. The FTC would conduct the analysis in coordination with the USDA’s Agricultural Marketing Service and the USDA Food and Nutrition Service, use existing data sources, and report findings to Congress within one year after completing the study, with annual updates thereafter. The bill defines key terms (e.g., public/private grocery store, food desert, food bank) to clarify scope.
