USPS Act
The USPS Act (H.R. 4633) would add a new set of procedures to title 39 of the U.S. Code for post offices that temporarily suspend operations due to an emergency. The bill requires immediate public notice at the post office and on the Postal Service website, followed by notification to designated public officials within five days. If suspensions last 30 days, there would be a 30-day public comment period; at 60 days, the Postal Regulatory Commission would review the suspension and the Postal Service would begin relocating the post office, with input from local government leaders and another 30-day public comment period for a new location. Postmasters would develop an emergency action plan, and the Postal Service would annually report to Congress on emergency suspensions starting in 2026. The definition of “emergency” is broad, covering natural disasters, lease terminations, staffing shortages, damage, health and safety concerns, mold, and other risks to mail security or revenue.
