Whistleblower Protection Act of 2025

This bill, titled the Whistleblower Protection Act of 2025, would extend the whistleblower protections already described in section 4712 of title 41, United States Code, to all contracts and related arrangements funded with appropriations to the Department of Housing and Urban Development (HUD). In practical terms, it ensures that employees and contractors working on HUD-funded contracts—whether they are contracts, subcontracts, grants, subgrants, or personal services contracts—receive the same whistleblower protections as provided under 41 U.S.C. 4712, and that these protections apply to any such agreement regardless of when it was signed. The goal is to improve accountability, deter retaliation against reporters of misconduct, and align HUD-funded procurement with other federal procurement protections.
