Texas Flood Emergency Supplemental Appropriations Act of 2025
The Texas Flood Emergency Supplemental Appropriations Act of 2025 would provide a one-time, $15 billion emergency allocation to the Federal Emergency Management Agency (FEMA) through the Disaster Relief Fund to address major flood-related disasters in Texas in 2025. The money would be available for use as needed through the end of fiscal year 2028 (no funds may be obligated after September 30, 2028). The funds would be designated as an emergency requirement under federal budget rules. The bill also requires FEMA to report to Congress every 180 days on how the funds are obligated and spent, how they are distributed within Texas, the types of assistance provided, and any barriers or unmet needs. In short, the bill aims to rapidly boost federal disaster relief resources for Texas flood recovery while creating ongoing oversight through regular reporting.
