Water Infrastructure Modernization Act of 2025

Water Infrastructure Modernization Act of 2025 would reauthorize and expand the pilot program under the Federal Water Pollution Control Act that supports alternative water source projects. The bill introduces a broad, new category called “intelligent water infrastructure technology,” covering smart systems for wastewater, stormwater, water distribution, and related infrastructure—focused on real-time data, sensors, analytics, and artificial intelligence to improve energy efficiency, reliability, and resilience. It would allow federal grants to be used for engineering, design, construction, and final testing of these projects (not for planning or ongoing operation and maintenance), while explicitly allowing certain costs tied to intelligent water infrastructure technology to be treated separately from operation or maintenance costs.
