ARMOR Act of 2025

The ARMOR Act of 2025 would push the Department of the Army to run a pilot program delivering resilient energy to critical Army infrastructure through fixed-facility advanced nuclear reactors (specifically micro-reactors or small modular reactors, or SMRs). The pilot would be located at selected U.S. Army installations and must be completed with a usable energy source by December 31, 2030. The bill allows various arrangements for who owns and licenses the reactor (including contractor ownership or NRC licensing with the Secretary’s consent) and even contemplates colocating AI infrastructure and data centers where feasible. The act also authorizes long-term (up to 50-year) energy contracts for operation of advanced nuclear reactors across DoD components, and expands the Office of Strategic Capital’s covered technology categories to explicitly include nuclear energy and nuclear technologies. The pilot has a sunset/termination date of December 31, 2035, after which the authorization would end unless extended, and funding can come from any appropriation available for the program.
