This bill reauthorizes the Integrated Coastal and Ocean Observation System Act of 2009 (ICOOS Act). It updates governance terms, renaming certain bodies from “Council” to “Committee,” and changes the name of the national coordinating group from the National Ocean Research Leadership Council to the Ocean Policy Committee. It adds a requirement to conduct operational oceanography measurements and expands the program’s scope to explicitly include oceans alongside weather. The bill also strengthens collaboration with regional observing systems by spelling out processes for regional offices and federally funded projects to share data at regional levels. Importantly, it provides a funding authorization of $56 million per year for fiscal years 2026 through 2030. In short, the bill aims to ensure continuous nationwide coastal and ocean observation efforts, improve data sharing and regional cooperation, and provide a clear, ongoing funding path to support these activities.
