Wildfire Insurance Coverage Study Act of 2025

The Wildfire Insurance Coverage Study Act of 2025 would require the Comptroller General (GAO), in consultation with the Director of the Federal Insurance Office and state insurance regulators, to conduct a comprehensive study on insurance coverage for wildfire damages. The study would examine wildfire risk in the U.S., how private insurers have responded (rates, policyholder cost-sharing, and renewals) for homeowners and commercial property coverage over the past decade, and how state regulators have reacted (rate regulation, moratoria, residual markets, subsidies). It also analyzes underwriting challenges, including solvency risk and the affordability/availability implications for communities, especially in high-risk areas. A final GAO report would be due within one year of enactment. The bill signals interest in better understanding wildfire risk, insurance markets, and potential federal or state policy options to address affordability and coverage gaps.
