Department of the Interior, Environment, and Related Agencies Appropriations Act, 2026
This bill is the Senate Appropriations Act to fund the Department of the Interior, Environment, and Related Agencies for fiscal year 2026. It proposes funding for major Interior bureaus and programs, including the Bureau of Land Management (BLM), U.S. Fish and Wildlife Service (USFWS), National Park Service (NPS), U.S. Geological Survey (USGS), and Indian Affairs (Bureau of Indian Affairs, BIA), plus activities related to ocean energy management, offshore safety, abandoned mine reclamation, and various conservation and historic preservation programs. In addition to base appropriations, the bill provides for several named conservation funds (e.g., Cooperative Endangered Species Conservation Fund, North American Wetlands Conservation Fund, Neotropical Migratory Bird Conservation Fund, Multinational Species Conservation Fund), state and tribal wildlife grants, and NPS construction and maintenance authorities. The bill also includes provisions for Congressionally Directed Spending (earmarked) items that are described in the accompanying report, and it relies on offsetting collections (fees and royalties) to reduce the net amounts appropriated. Among notable policy mechanics, the bill authorizes certain cost-sharing and partnership arrangements, directs some funds to be guided by specific plans (e.g., Western Oregon wildfire protection), permits transfers between Interior and other federal programs in limited ways (including potential transfers to FHWA for certain purposes), and requires matching or non-federal contributions for some conservation initiatives. It also preserves staffing and programmatic authorities intended to maintain operations of the National Park System, the National Wildlife Refuge System, and other Interior programs, while advancing wildlife and habitat conservation, recreation, and cultural heritage objectives.
