A bill to direct the Secretary of Agriculture to convey certain National Forest System land located in Franklin County, Mississippi, and for other purposes.

This bill would direct the Secretary of Agriculture to convey roughly 311 acres of National Forest System land in Franklin County, Mississippi, to the Scenic Rivers Development Alliance (an organization referred to as the “Alliance”) if the Alliance submits a written request within 180 days after enactment and the Secretary determines it is in the public interest. The land would be transferred by quitclaim deed through a sale (public or private, including a competitive sale by auction or bid) at cash, equal to the land’s fair market value (FMV). The FMV would be determined either by an appraisal conducted under Uniform Appraisal Standards for Federal Land Acquisitions and approved by the Secretary, or by competitive sale if the conveyance method falls outside those specified. Proceeds from the sale would go into the Sisk Act fund (Public Law 90-171). The Alliance would be required to cover appraisal costs and any required environmental or administrative analysis, and the conveyance would be subject to valid existing rights and other protections for the United States. The two tracts are described as: - About 137.7 acres in sections 5, 6, and 31 across townships/ranges in Franklin County, depicted on a specified map. - About 173 acres in sections 5–8 in the same general area, also depicted on a specified map. Exact boundaries and acreage will be determined by a survey satisfactory to the Secretary.
