Medical Supply Sanctions Act of 2025

The Medical Supply Sanctions Act of 2025 (H.R. 4762) would immediately prohibit the export of any drug or prosthetic to the Russian Federation. The term “drug” aligns with the FDA’s definitions (including only FDA-approved drugs or those with active approvals, and their components), and “prosthetic” covers FDA-approved medical devices that replace or improve a body part (including parts and accessories). The prohibition is stated as binding “notwithstanding any other provision of law,” giving it broad, overriding effect. The ban would remain in place until Secretary of State certifies to Congress that Russia has ceased military operations in Ukraine and has removed its forces.
