Department of Defense PFAS Discharge Prevention Act

This bill, the Department of Defense PFAS Discharge Prevention Act, would require the Secretary of Defense to push for changes to stormwater permits governing Department of Defense facilities. Specifically, within one year of enactment, DoD must seek permit modifications from the state permit administrator or the EPA to require (a) PFAS discharge monitoring at least quarterly, and (b) implementation of best management practices or treatment technologies to reduce PFAS discharges, to align with the Clean Water Act. If a permit already contains these elements, the modification is not required. In addition, the bill dedicates a minimum of 1% of PFAS remediation funds to carry out the monitoring and reduction activities described. Overall, the bill aims to increase PFAS tracking and reduce PFAS discharges from DoD facilities.
